Barefoot Son of a Shoemaker

I know a person who works for a company that does the IT requirements of a large local bank (which I am not at a liberty to disclose here). Anyway, this friend has a rather bizarre observation on the employees of the large local bank client of theirs. Every payday, he observes that the queue on the bank's ATM is very long -- although there's nothing wrong there, what he observed is most of the people queueing are paying their bills through the ATM. Again, there's nothing wrong at using the ATM facility to pay for bills *BUT* that large bank also has internet banking facility and a phone banking facility. Bills can be payed FASTER on either the internet banking and phone banking facility at the privacy of their cubicles or homes yet these people insist on lining up and waiting at the ATM booth -- making life miserable for other people, including customers, that has to wait for their turn.
Its rather depressing for that person I know to realize that the employees of the large local bank that they service does not seem to have the confidence to use the facilities they have installed for the bank. Its also rather weird for the bank not to encourage their personnel to use the facilities they have paid millions to be put in place.
Is it just a simple lack of awareness of such facilities? Or are there deeper reasons why they refuse to use their own facilities?
